The previous Comprehensive Plan for the Village of Glen Carbon had been completed in 2002, but as a result of rapid growth development both in and around the Village and the adoption of a regional corridor plan that would have a significant impact on the Village, it was concluded that a new Comprehensive Plan was required. Major components of the plan included an analysis of land use and development factors, an examination of regional and local transportation issues, the formulation of community goals and objectives, and the development of a Land Use and Major Street Plan. With regard to Community Engagement, the planning process incorporated one-on-one meetings with both members of the Planning and Zoning Commission, the Village Trustees and Village department heads, as well as two community workshops and a community “open house”. Discussions regarding the Comprehensive Plan components were a routine occurrence at Planning and Zoning Commission meetings. These discussions as well as the Public Hearing on the Plan provided many opportunities for residents of the Village to express their views. The final result of the planning process was a publicly supported plan with a vision to guide the future growth of the village.
