John Brancaglione, Vice President
John Brancaglione's professional experience spans a 40-year career in urban planning. His work represents a wide range of planning expertise involving the creation of successful public/private partnerships, comprehensive planning, community and economic development, industrial development/ industrial parks, central business district planning, recreational planning, market analysis, environmental planning and grant application and program administration. Project types include 60 major commercial developments, industrial, and port projects; 30 comprehensive planning assignments, 7 enterprise zones, 17 major recreation and entertainment facilities, 80 major redevelopment projects, 50 zoning and development ordinance programs, nearly 100 tax increment financing and urban redevelopment plans, and numerous projects involving economic market analysis and financing programs. In addition, as a consulting planner, his work and expert testimony has established landmark case law in favor of municipalities regarding zoning, annexation, and redevelopment issues.

As Corporate Vice President within PGAV, John heads the PLANNERS division. He has also served as an Adjunct Professor at Washington University in St. Louis where he taught Urban Planning classes for sixteen years.

Mike Weber, Director
Mike Weber is Director of PGAV PLANNERS group, headquartered in St. Louis, Missouri. He is an urban planner with over 32 years experience with urban development issues throughout the United States. Much of Mike’s work since the late 1980’s has involved redevelopment projects throughout the Midwest and particularly the State of Illinois. His expertise in tax increment financing has helped PGAVs’ municipal clients leverage hundreds of millions of dollars of new private investment in real estate redevelopment projects.

Patrick Hanlon, Associate Director
Patrick Hanlon's skills are derived from extensive work in economic development, Business Development, and Market Analysis. He has experience involved with economic and market analysis to support business relocation and expansion. It was also in this role that he became very familiar with the financial incentives offered by both Missouri and Illinois. Patrick has worked with both large and small communities in developing market analyses to support business development projects. He has experience with rural planning initiatives such as the Downtown Revitalization and Economic Assistance for Missouri (DREAM) initiative. In his private and public sector experiences he has worked closely with many commercial real estate professionals serving as the primary point of contact for interaction with that agency. Patrick also has considerable knowledge and experience in retail operations attraction and development. In both his work experience and education Mr. Hanlon has conducted analyses of Tax Increment Finance Programs and their impacts.

Mike Hemmer, Associate Director
Mike Hemmer provides 15 years of community and economic development experience in the non-profit and municipal arenas. He has experience with rural planning initiatives such as the Downtown Revitalization and Economic Assistance for Missouri (DREAM) initiative. Mike was responsible for oversight of all aspects of nine rural Missouri communities as they underwent an intensive 3-year Downtown planning process. He also has extensive municipal experience in grant administration and local incentive programs including Tax Increment Financing, Business Districts, and Revolving Loan Funds. He has experience with economic development, planning and zoning, ordinances and codes, organizational issues, events, and marketing. Hemmer also worked for Southern Illinois University at Edwardsville’s Contract Archaeology Department assessing project impacts, mapping dig sites, and conducting field work. Mike’s educational background includes Land-Use Planning, GIS systems, Geology, Ground Water, and Meteorology.

Andy Struckhoff, Associate Director 
Andy Struckhoff brings to PGAV a variety of skills in economic and community development. Andy’s professional career includes both public and private sector experience. Andy has led underwriting activities analyzing potential acquisitions, tax increment financing planning activities including composing redevelopment plans and cost/benefit analyses, business retention and recruitment projects, undertook return analysis activities and also performed a variety of demographic analyses. Andy works with communities to develop solutions regarding open space, neighborhood, downtown planning, and public financing. His breadth of experience allows him to engage in projects as varied as land use policy, fiscal impact analyses, and market analyses. He also works with communities to develop effective policies and guidelines for using public incentives to attract private development.

Mike Hurlbert, Senior Project Manager

Mike Hurlbert’s project experience includes comprehensive plans, tax increment finance and community improvement district redevelopment plans, zoning ordinances, economic development marketing materials, sub-area land use studies, and grant applications. He also brings a wealth of experience in the site plan and subdivision review process, construction and building inspections, and real estate valuation and sales. Mike has a strong interest in Downtown development, especially the history, organization, design and economic development of downtowns. His diverse experience with both the public and private sector is one of forming partnerships to implement economic development tools and effectively engage public participation. He has presented to and facilitated public meetings, small and large, on a whole host of community planning and development issues, and successfully understands the perspective of the citizen, developer, and all other stakeholders.

Scott Runde, Landscape Architect 

Scott provides PGAV with several years as a landscape designer in the Midwest. His hands-on experience in landscape design and horticulture combined with his landscape architectural training has provided him with a strong sensibility toward the natural environment as well as the technical aspects of site construction. A backbone of Scott’s design philosophy involves his approach to site inventory and analysis, which involves rigorous examination and cross mapping of environmental, infrastructural, and social features.  His analysis approach utilizes GIS mapping and modeling as a tool to create accurate and graphically understandable analyses. Scott also brings to the table a wide range of design presentation techniques ranging from hand rendered graphics to computer aided drafting and advanced 3D modeling. At PGAV Planners Scott utilizes his various representation techniques, design knowledge, and analysis approach to help clients create an inspiring vision for their projects.

Andrew Murray, Project Manager

Andrew Murray brings experience to PGAV in assisting communities and projects with particularly complex and challenging issues, requiring innovative and collaborative strategies to bring redevelopment and revitalization. His projects have encompassed transit-oriented developments, brownfield issues, historic preservation, and both urban and suburban redevelopment contexts. His experience includes authoring neighborhood, regional, redevelopment, transportation, and bicycle / pedestrian plans. Andrew’s range of interdisciplinary experience has given him the opportunity to draft model policies and best practice guides for sustainable development, community engagement, and redevelopment in rural communities, small towns, and urban settings.

Michael Cunnings, GIS Manager
Michael Cunnings is responsible for GIS mapping and assists in data collection and formatting. His responsibilities include the preparation of maps, graphics, presentation boards and other materials to communicate data and planning issues and principles. Mike’s experience includes a vast array of assignments, including detailed land use and zoning mapping, the preparation of parcel base mapping and the generation of GIS mapping queries that greatly assist in decision-making. Mike is also a valuable member of our field investigation team and is responsible for mapping the data collected in the field.

Dan Belcher, Urban Designer
Dan Belcher has many years of experience in the field of Landscape Architecture/Urban Design; including projects ranging from large scale site Master-Planning, park design to unique site detail design such as plazas and trails. He has experience in project development, from schematic design through construction; including the development of hand-drawn illustrations, computer-generated graphic design and detailed construction drawings. Dan’s background in landscape architecture and art has allowed him to develop unique skill sets in creative solutions for complex design challenges. In addition, Dan’s 18 years of experience creating projects across the country and around the world as a professional sculptor provides him with the ability to contribute to the group’s ability to develop options that are imaginative, yet viable.

Brenda Ward, Executive Assistant
Brenda provides support to the Vice President and to the Director of PGAV PLANNERS, as well as to the entire PGAV PLANNERS Staff. Specifically, this includes all record keeping tasks, issuance of new job numbers, maintaining the reference library, proofreading and editing draft/final reports and contractual agreements, and assisting in the preparation of requests for qualifications and proposals. Also, providing project task support involving data compilation, research, and coordination and production of project reports.
