Manchester corridor flood mitigation plan

The City of Brentwood, Missouri is a community of 8,000 residents, centrally located in the St. Louis region. A demographically diverse community, the City is bounded by Interstate 64, and three major arterial roadways. With a large retail base that accounts for nearly 5% of all sales in the County, the City is well-positioned for continuous growth. 

Brentwood’s oldest commercial corridor, Manchester Road, located along its southern border, has a recurring flooding problem. Since 1956, the road has flooded 26 times with increasing frequency in recent years. The repeated flooding has caused millions of dollars in property damage and rising public safety costs. To prevent further damage, the City of Brentwood embarked on a flood mitigation effort and redevelopment plan called “Brentwood Bound.” The planning process represents a truly outstanding example of community leadership and collaboration to solve a regional problem. The overall redevelopment plan included Deer Creek flood mitigation, improvements to Manchester Road, and the addition of a trailway connection to a regional greenway.

PGAV Planners assisted City staff and the City’s consulting engineer in developing a plan and strategy for design and implementation of this $50 million project. Our team assisted in identifying the focus area for improvements, conducted a revenue analysis to determine funding sources and revenue estimates, crafted a land acquisition strategy, and created a redevelopment and property reuse plan.
