The City of O’Fallon, Missouri is a growing city on the suburban fringe of the St. Louis Metropolitan Statistical Area. Home to 80,000 residents, the City has seen significant growth in the past two decades, adding thousands of residents, housing units, and businesses. The City is the largest suburb of St. Louis and seventh largest city in the state of Missouri. With significant industry, a growing population, and increasing competition from nearby municipalities, O’Fallon embarked on the Comprehensive Planning process during the spring of 2020.

PGAV began the process with an initial kick-off meeting with the public. With public health risks in play, PGAV held both an in-person meeting at City Hall and a Virtual Town Hall meeting on the project website. The in-person meeting allowed for safe feedback using individually portioned materials, masks, and distanced engagement. For those unable to be at the in-person meeting, the Virtual Town Hall available on the project website provided the same activities and discussions via the computer. To date, more than 3,300 visits have been made to the project website with more than 600 individual users.

The Comprehensive Plan process in O’Fallon focused heavily on economic development, expansion via annexation, and creating a multi-modal transportation system. Scenario Planning provided O’Fallon with an extensive understanding of how different decisions may impact their future. This tool provides City staff with an additional review mechanism for development proposals. With significant population growth in the area, O’Fallon leadership and stakeholders are particularly focused on preparing for the future, ensuring that the City is ready to provide the needed amenities to compete with nearby municipalities.
